Financial Aid Compliance Specialist

Morgan State University (MSU), a coeducational institution, is located in a residential section of Baltimore, Maryland. The University offers a comprehensive range of academic programs through the doctorate. The University has a comprehensive undergraduate curriculum with more specialized offerings at the masters and doctoral levels.

The Financial Aid Compliance Specialist in the Office of Student Financial Aid (OSFA) is a full-time administrative faculty position that sustains the delivery and accountability of Federal, State, and Institutional financial aid funds to undergraduate and graduate students. The primary responsibility of this position is to ensure regulatory compliance with all Federal, State, and Institutional student aid programs while providing maximum support to student financial aid applicants. Position duties and responsibilities will be performed in support of the OSFA’s vision, mission, and values as well as institutional mission and goals. This position will complete an audit of residency changes made through the Admissions and Registrars office and review and audit Honors and athletic funding. This is a position that supports the Director of OSFA.

Duties & Responsibilities:
  • Serves as the internal compliance research expert and is responsible for developing and maintaining the Office’s Policies and Procedures Manual (PPM), coordinating and working collaboratively with members of the OSFA to implement new procedures and disseminate essential information.
  • Monitors communication from the U.S. Department of Education, NASFAA, EASFAA, IFAP, and other external governing bodies for changes in student aid policies that have a significant business impact on the Office of Student Financial Aid.
  • Works closely with the Financial Aid IT staff to ensure that new regulations are properly incorporated in Banner.
  • Serves as the primary contact for federal, state, and internal auditors and will collect and prepare student record data for audit testing and work with the Director of OFSA to draft responses to audit findings.
  • Assists with the analysis of data, annual reports, and coordinating improvements or changes to verification policies, Satisfactory Academic Progress (SAP), and appeal processes.
  • Maintain current knowledge of federal and state student financial aid legislation, regulations, and sub-regulatory authority.
  • Review and interpret rules impacting the University. Collaborate with FAO Leadership Team to develop, and conduct training for FAO staff concerning financial aid compliance issues and regulatory changes as they occur.
